The Offset Printing Plant No. 1 was under the Press Committee at the Council of Ministries of the Ukrainian SSR. The printing plant was located at 51-a Frunze Boulevard (Kirilivska Street) in Kiev, the capital of the Ukrainian Soviet Socialist Republic. There is little published information about the history of this printer.
