The book highlights Article 109 of the USSR’s Constitution and it says: "People’s judges are to be elected for a term of three years by the citizens of a district on the basis of universal, direct, and equal suffrage via secret balloting."
The man is a representation of the Tajik population of the USSR. He is a veteran of World War II per the military service ribbons on his tunic.

Iskusstvo was the Art Publishing House (A.K.A. Visual Arts Publishing) that was created in 1936 from Ogiz-Izogiz (State Art and Literature Publishing House).
