Publisher Notes: In 1924, agricultural credit was organized when the Central Agricultural Bank of the USSR was formed. In 1930, a governmental Decree reorganized the credit system (along with the reorganization of banks across the USSR) thus halting commercial credit. This centralization of credit put into practice during the Stalin era meant that the Central Agricultural Bank of the USSR was restructured as the Cooperative Collective Union Agricultural Bank. Subsidiaries of the Cooperative (in the Russian and Ukrainian Republics) were then linked to Gosbank, the state banking system, effectively ending the power of local banking institutions in the USSR.
