			Established by the People's Commissariat for Education (Narkompros), the Gomel Provincial Department for Distribution of Printed Works was developed in 1919.  Its establishment took place after the Red Army’s second occupation of the city of Gomel in the Russian Empire (now in southeastern Belarus).
