Founded in 1917, the People's Commissariat of Enlightenment was responsible for education and culture in the early period of the USSR. IZO (Otdel Izobrazitelnykh Iskusstv) was its department for fine arts responsible for public art. Narkompros existed until 1946 when it was renamed the Ministry of Education.
