In 1921, the Soviet Union consolidated the most productive printing houses into state-owned trusts in order to centralize book and periodical printing. Poligrafkniga managed nearly every element of the printing industry from production to sales. It also served as the contract printer for publishers (chiefly those that were state-owned) operating under the poligrafkniga banner.
